Town Manager

The Billerica Town Manager is the senior appointed officer of the town and is responsible for the effective operation of the town’s administration. The Town Manager directs the administration of departments, as well as various boards and commissions. The Town Manager attends all meetings of the Board of Selectmen and advises and recommends actions related to the needs of the town.

How do I get a yard sale permit?

Please come to the Town Manager’s Office on the second floor of the Town Hall. We will need the name and address of the person holding the yard sale along with the date(s). It is $10.00 a day and you are allowed (2) two per year. If it happens to rain on the date(s) that you have chosen then you are entitled to rain dates for a date that fits your schedule. We accept cash or checks only for payment.

How do I submit a pothole claim?

Please write up a letter explaining exactly what happened; when, where, vehicle information, contact information. Also attach pictures, estimates, and police reports if you have them. You can bring them to the Town Manager’s Office at Town Hall. You may also mail everything in, if you prefer, to:

Please take note that once we receive a complaint; it is then forwarded to our insurance carrier and at that point it is out of our hands. We will not be able to get you any information on your case and we will not be able to change the final decision.

How do I challenge a parking ticket?

Please submit a copy of your parking ticket, contact information, and a written explanation of why you are disputing the ticket; by mail or in person to the Town of Billerica Treasurer’s Office at 365 Boston Road, Billerica, MA 01821.

A hearing then will be scheduled for you after it has been referred to the Town Manager’s Office.

PARKING TICKET FEES: A $20.00 late fee will be assessed 21 days after the violation is issued. Notification will be mailed to the vehicle owner and if payment is not received after 21 days of written notification, an additional $20.00 Registry Fee will be assessed and could interfere with the ability to register and renew items at the Mass Department of Transportation.

Any ticket in dispute will have 21 days from the decision of the outcome of the hearing between the Traffic Safety Officer and the individual; the same fees apply. PARKING CLERK, TOWN OF BILLERICA.
